Recitation expert Ulamaye Keram (Scholars) said that Learning Tajweed is obligatory (law) on every Muslim.
Recitation expert Muhasmad Ibn Jazri said:
ﻭﺍﻷﺧﺬ ﺑﺎﻟﺘﺠﻮﻳﺪ ﺣﺘﻢ ﻻﺯﻡ ﻣﻦ ﻟﻢ ﻳﺠﻮﺩ ﺍﻟﻘﺮﺁﻥ ﺁﺛﻢ
Meaning: It is very important to learn the Quran with Tajweed. He who does not read the Qur’an with Tajweed will be sinful.
The eminent jurist Allama Rashid Ahmad Rah, said,
Mutashabihata (Consistent letters) in the alphabet as well as the compatible letters, Such as ظ. ض ذ .ز س.ص.ث. ط. ت. It is obligatory to know the difference between the utterances of it and to realize it.- Ahsanul Fatawa-4/65
